What's the difference between Search Engine Marketing (SEM) and Search Engine Marketing (SEO)?

I think SEM might include SEO, it would be SEO, SMO plus PPC. And, "Search Engine Marketing (SEO)" might be "Search Engine Optimization (SEO)".
