PopUp/Under Traffic Sources with targeted geolocations

Hi all, this is my first post. Does anyone know of any traffic sellers who allow targeting by either state, or even better city? I know of one that can target via state and city, however, it is only for banner ads. I really want a popup and/or popunder ad traffic seller that I can target specific states and cities. Thanks for your help!
