I was wondering if anyone can recommend a decent/reliable quality backlink building company/individual, hopefully not too expensive as im currently on a tight budget..

I have used a website called oDesk in the past with good success. You can post a job and then people will apply for it.

One tip though, try to be as specific as you can when giving your instructions, this will seriously pay off when you get their work back

You can get quality link builders from LimeExchange. Put your need over there and you will find a number of bidders too. I am successfully using it and response is too good.
