Is this code safe, to protect your site linking to other sites, Does Google crawls it, does it loose PR too...?

It look find to me although I usually place rel="nofollow" at the end.

Different search engines seem to react differently to nofollow. It seems that all actually do follow it, but if the page is not already listed then Google bot completely ignores the contents of the page and doesn't list it.

If you want the search engines not index a page then you need to use the noindex meta tag and not rely on nofollow.

The page that you link to using nofollow will not have PageRank passed on.

It's not really used for link exchanges. It's used for forum sig. links, blog posts, etc.... intended for your site not to use PR because of linking to too many others.
