I think the overall new user quality of the internet is much lower that it was 10 years ago --regional penetration.
Mobile users buy lower values --there may be exceptions in CPI and some lower priced e-commerce. But a mobile user in a lower income second or third tier location has less spendable income. These growing traffic volumes are just worth less. Maybe, this is being interpreted as your perceived "saturation" levels?
Consider the markets where fiber connections are more common. Perhaps these will be you unsaturated (or growth markets)?
The OECD presentation is a few years old ...
Perhaps your determination of saturated is for the reason by so many affiliate networks hawking the same type of 'offers' over and over without any vision of what is really trending?
