Flash templates, do you mean flash files?
I use Flash 6 and Fireworks from Macromedia Studio MX.

Flash 6 is good. BTW, Duke, I saw that you have Macromedia Studio MX, how much did it cost you?

Yes, flash is the best thing to edit flash files with.
If you havent used flash before then editing a template can be a bit mind-boggling.
A client recently wanted a flash template adapted and added on to, it was from "Template Monster" and seemed fairly straight forward - until i took a look under the hood. Its pretty difficult trying to fathom out someone elses work, especially as the site was all one file (I like to split mine into pages and load each one into a main page when needed).
I have Studio 8. Its really good. Costs £299 to upgrade from the last version. The main reason for upgrading, for me, is the improvements to flash, especially the filters which make the graphics so much better.
