Do we need SEO Link Building for PR

I know that Google's Page Rank Algorithm says that you need links to increase your page rank, and SEO link building is necessary for this. But recently I read this blog post and it seems that I was wrong, you can have increased PR without SEO link building. You don't believe now, I also didn't believed until I read this: We Don't Need SEO Link Building Any Longer.

I think, backlinks are as important as ever.

Backlinks are important for PR, but I am talking about social media links not traditional one.

I think it's impossible because back links is backbone of seo and with out link building not easy to achieve getting high pr for your website.

Backlink was backbone now content, social media quotient are the most important things in SEO.
