$1000 to spend on links

I am building links fro a client, I have just over $1,000 to spend on links. I am looking for links from websites NOT web directories.

I am interested in two niches; Web Hosting/Web Design and Sports/Outdoors related websites.

PR is one of the factors but its not too important, context of the link is the most important factor.
I am looking for link in golf/sports/leisure/boating/ camping and web hosting related sites.

I boght blog post from a vendor last week, its was a VERY VERY disappointing experience.
