You can have certain words on a page that will prevent AdSense ads from being displayed. The public service ads will be shown instead. Google won't provide a list of the words to people who want to avoid using those words.

Google has "sensitivity filters." Words associated with violence, mature content, or other unacceptable material are the typical ones that will cause AdSense ads from being shown on a page.

If you have pages that will only display public service ads, one thing you may want to check is to see if you have any words on those pages that would be caught by the "sensitivity filters." If so, finding other words to say what is being said could solve the problem and allow for AdSense ads to be shown.

There are some AdSense publishers who have this problem on a regular basis and certain types of sites could often find themselves facing this problem.

I have linked to an article that tells about the financial problems some legitimate sites have had because of the "sensitivity filters" and how they have tried to deal with the problem. It is interesting and might give some people a few things to think about. http://www.eastbayexpress.com/Issues/2006-08-02/news/cityofwarts_full.html
