Depending on the business. Some businesses are better to promote on Facebook than on Google. Just consider if their audience would search for a solution on their own intention. In some cases, you need to tell your audience, that there even exists a great solution. Anyway. SEO should be the first step, after setting up a decent concept about your customers business goals (leads, conversion, hr or clients etc.). Don't think about organic traffic only, when it comes to SEO. Rather think about cheaper traffic due to the fact, both parties are going to benefit from the ads. The user gets decent content, advertiser cheaper prices.
