Apparently, it refers to sites that have a high rank in Google but fail to offer what the searcher is looking for. Therefore, they bounce off your site and onto someone else's.
I imagine the best way to avoid that is to offer high quality content that addresses what the user thinks they're getting by clicking onto your website.
