What do COD offers have to do with call centers?

I just read an article it mentions this:

It is obvious that during the pandemic Nutra was going through hard times, COD offers were especially affected due to the shutdown of call centers.

What do cash-on-delivery offers have to do with call centers? Do they have to make a telephone call to somebody? I've never seen this service before, but I think they only need to give the money to the people who deliver their products, then the couriers will forward the money to the sellers somehow.

Call centers are used to verify a person's order intentions and locations. Also. to explain to the buyer the shipper's terms --delivery times --forms of payment that will be accepted by the carrier or post office ... and such.

No, it's 3rd world where credit cards are not commonly used.

Most people have credit cards or digital payment options.
