HTML standards, light CMS and proper code, this is also important. Heavy and buggy website (created with online web builders, Wordpress, Joomla etc.) will not index well in Google.
I think website quality is directly proportional to user friendliness and how useful the website is for users. I think that following things can make a website a quality one:
