The main difference between regular graphic and web optimized graphic is the file size. You want to make web graphic file as small as possible to decrease loading time even if you have to sacrifice a quality a bit...

For the regular graphics (like photo and such) you want best possible image quality no matter what the size is...
 
And if i can chime in, when going the opposite way..from web to print ( at least cmyk printing) the bigger the file the better. Often times when you package files for printing by a commercial printer, they may ask for the raw jpeg of the image you used in the layout.
I learned this the hard way trying to print webgraphics on a banner once...oooo it worked but to the trained eye it was rough.
 
Everything on the web is related to web graphics.
One image is like 100 words....

So in my opinion it is very important....
