I agree that it's important to target your audience. Unless you have a broad product that lots of people use (for example...Shoes, T-Shirts, Cars..etc) then it can be difficult. Viral marketing is great if your product targets a large audience though!
Well like other users have mentioned, and in all facets of marketing and advertising, knowing your target audience is key. I would not think that it is as high risk as some are making it out to be, but it can certainly be a waste of resources, particularly time and money, if you go through all the trouble and fail to do it correctly. Do your research and explore your options first, as with anything.
