The best traffic is the traffic that makes you money
This same question has been asked here 1 zillion times.

• what offer;
  
• what particulars (GEO, device suitability, other);
  
• volume availability (scaling);
  
• other attributes.

If you buy traffic how much is click bot fraud and total garbage matters too -- and this can change daily if you are buying reseller or remnant traffic.

I think the best socks are 100% wool, but if you are a runner: you might prefer cushioned cotton ... same thing

All of that aside, buy into an RTB for a few thousand dollars and bid across networks may be the solution.
