Today all site are going mad. All the elements have rounded corners: panels and buttons, rounded windows and pictures. Anyone have an idea how to do it?

There are loads of different ways to do it, Are you after a pure CSS way of doing it or are you happy to use images.
I think the latest version of CSS supports rounded corners out of the box but i'll not be using it till it's more widely supported.

I think that I need 4 pics of rounded corner (left up, left bottom, right up and right bottom) and somehow to place it to there places in front of background pic.

That seems like quite an effort.
I'd just use CSS to do them for Firefox, Safari or Google Chrome and let those using IE and Opera just wait for their browsers to eventually catch up to appreciate your curves. They'll be used to seeing square edges everywhere anyway.
