Free quality targeted traffic to some obviously crass commercial offer is probably not going to happen in any worthwhile volume to be profitable. Cheap traffic is usually not worth much unless you are using it to prime the pump of some other traffic scheme. That meaning, the bought cheap traffic could be used to get things going, usually in some sort of arbitrage.
