Question mark in URL

Hello webfixers!

I'm working on a project in PHP and was wondering if there is a workaround to change the urls with question mark to clean ones like:

Old URL: ?my_url

To New URL: my-url

ive tried to remove the ? before the url but it throws 404 error in my php files.
