That is an interesting idea but how would you be able to verify the subscription --using a third party SaaS/PaaS to send the push notifies (perhaps)?
Next thing I am wondering is this a push notify ad arbitrage endgame? hmmm

Well, technical part is on our partners, and we only have to receive a usual s2s postback.

Next thing I am wondering is this a push notify ad arbitrage endgame?

I don't think so, it's probably just another way to make the push thing working, which doesn't end up ad arbitrage.
