Promoting an in-house hosted affiliate program

Do you know any working tips/ strategies on promoting a self-hosted affiliate program? There are a lot of networks to join, however, they all have their tracking systems.
Is there a network that allows you to access publishers without using their tracking system?
What are other ways to recruit affiliates?

List a resource on here. Then you can promote to affiliates here.
Be active on the forum, other then promoting your own offers, get involved in other discussions.

I highly doubt any network will let you have access to their pubs without using their tracking, so I would find a network that suits your niche and just sign up, even if you have to use their software.
