If you are a network with a good reputation --they will find you.

What are you trying to do exactly and in what segment?
Also, buying ads (if they are for your own domain), for static media placement, is treacherous. It is hard to get what you bargain for if you are looking for real traffic. Buying links is a stale game these days ...
Reselling, competing with established networks, is not going to be easy at first anyway.
