Where have you all found the best outsourced programmers? Avg rate? What sites? (Upwork vs Freelancer?)

Also - has anyone else found that Russians / Ukrainians are much better coders & workers than the South Asia / Indian programmers? Is this a known thing?

The two websites are the best for finding the coders. In fact i am a coder who is working on one of the forums. When it comes to the rate, it is usually something for you to agree with the person you are hiring. It is never a fixed thing.
