Most Low-Cost PPV Ad Network

I am searching for most affordable PPV campaign in order to running a test job. Please suggest me some best PPV networks where minimum starting cost is 100$ or less. Thanks

Don't go to low-cost PPV. It's all about your niche and your earning. Measuring your earn this way: EPC (earning per click) - CPC (cost per click). Then you don't even think about low PPV. Calculate EPC before ad placement. I know it's difficult but possible.
