Buying Traffic Looking for Pop up and Redirect traffic for Japan (Mainly Deskstop)

I am looking for a traffic source that has tons of popup or redirect traffic traffic For Japan,(Mainly for deskstop)Tried some traffic source but traffic quality was really low so that was not promising.Any suggestions would be really appreciated.

Thanks for your reply , Tried adcash, Traffic quality is really Low,Iwas aware abt all these traffic sources you mentioned above , However they are mainly good for europe, USA and some parts of Asia, Popads are still good however they have many restrictions with lander.

Every ad network has their own restrictions. In addition you can also try propeller ads.
