Hey I'm a publisher with multiple sites reaching over 1.5m monthly unique organic hits.

I'm looking for a ad network that would have direct link ads, similar to hilltopads or adsterra, but they would allow a cpm cap and fallback url if cpm floor not met.

Anyone know any networks like this?

You can try AdMaven, they have Direct Links, Smart links and a Content Locker, and it's proably one of the best ad Networks for Adult monetization. You can also add to the site their Push Notifications.
