They reason I came here is that I couldn't find on web clean and simple website template solution for payday loans promotion. If you have some on you mind, please drop a link.

I would just build one from scratch to be honest - Wordpress is still the way to go in my opinion as most of these templates are perfectly mobile responsive which is perfect.

There's quite a ton of free wordpress templates out there you can modify or if you need a more high end one, you can buy one of the premium templates which are actually quite good. Then you simply recycle the same template for each additional site to save on costs.

But look into WP templates, these tend to be spot on these days.
