I am very keen to submit my new linking-bid Directory once I get the Title Name Right? to 26 High PR Directories. Total Cost $1300 in return 130 PR.

What would my Linking-Bid Directory achieve from those type of quality links?

That is sucide, you new directory will be banned by most search engines, don't do it. Build backlinks gradually.
