It is a waste of time - they don't work. You'd be better off concentrating on link exchanging, especially if you don't have any money to do this promoting properly. It costs thousands to just build awareness, and online promotion isn't enough to do this effectively.

Half hearted attempts at setting up web businesses will explode in your face and waste your time for little reward.
