How to start in CPA as an Advertiser

I have been working with CPA offers as a publisher from past couple of months, and now I have few offers I would like to promote as an advertiser. These offers are being created for businesses directly who are looking for leads, to be precise I am doing this for local businesses. What is the best way to create landing pages, track conversions, fraud filtering and creating campaigns? I have done all this as a publisher by far but since this is going to be my first time as an advertiser I am still trying to figure out from where to start and what/how it shall be done.

Wow Ankit, that sounds really whitehat and sustainable. Could you go into more details on what kind of local businesses/products are you planning to target? Maybe your filters will depend on that.
