As the title says, how do you know what is real traffic (not interested in your offer) or fake traffic draining your budget(inflated ctr%?)?

You track the IPs and find the networks they are assigned to.
Internet IP -> AS network blocks -> CIDR blocks -> host names = ID the user.
It's a lot more complex that the short line above
Learn to be a server admin or hire one.

So what is your mission?
When you buy ads from a network you agree to accept the shit with the sugar and pay for the whole order.
Your only advantage in knowing the above is to find good ad networks with fair to good unit pricing.
I would pay small money for RON traffic if the real cost is OK after the garbage is deducted.
If you know how to 403/444 the garbage traffic you will not expend your server resources -- you just send them an error message or disconnect them from the server (blackhole).
