Internet IP -> AS network blocks -> CIDR blocks -> host names = ID the user.

I would pay small money for RON traffic if the real cost is OK after the garbage is deducted.
If you know how to 403/444 the garbage traffic you will not expend your server resources -- you just send them an error message or disconnect them from the server (blackhole).
