I have no idea about CAL but regarding CPA in order to make your life easier you need to choose a product or audience you already understand well. That way you don't have to learn both sides of the marketing (product and customers).

Also in order to be successful with CPA you need to generate high quality traffic unlike CPC which is measured by quantity so you need to have a good understanding of both the product you promote and the customers that buy it, specifically WHY the customers choose to buy that specific product and not the competitors.

Find out where potential customers search for solutions that your product provides and advertise it there.
