How to measure the backlink we have create is quality or not?

The truth is that there is no easy way of doing this although some great tips for link building might come in handy. Yes the purpose of this is trying to give you some tips on how to do a backlink quality assessment.

1. Verify If You Have Optimized Anchor Texts
2. Analyze the Naturalness of the Linking Page Through an In-Depth Backlink Analysis
3. Detect the Social Share Magnitude of Your Backlinks
 
It based on content relevancy. Relevancy between where the link you put and where that link points. For example if one link points towards health benefits and it takes you towards photography skills so there is no relevancy between them.
 
Using the metric-based tools like Moz, SeoQuake and Ahref or just a few of them. This might give you a slight knowledge about the website and along with these what other websites they are linking to will give you an even better idea, you should proceed with that or not.
 
You can take the idea from Ahrefs. Ahrefs define domain ratings and if you collect those data which are having high and relevant backlinks then you can also try to get benifits from it.

Backlinks are one of the most important source of the traffic and SEO value of site, so it is essential to check whatever that bavklink is good for your website or not. You can check health of the website that giving you backlink, tools line ahref, google search console, moz, hubspot and so on these tools will give you brief incites on their domain rating, site traffic and other important things.

Install Alexa ranking toolbar on your browser, visit some websites and check their alexa ranking by clicking on the toolbar while you are on the websites. Try to get backlinks from all websites that have their alexa ranking below 100,000 .

Those are quality backlinks. The smaller the ranking number the higher the quality. For example, backlinks from websites with 50,000 alexa ranking have more quality than those with 100,000 alexa ranking. :)

To make it easier you can search for popular websites on google. Let's say you want to find popular blogs, just type "top 100 most popular blogs" on google and you will find them. Do the same for any other type of websites you want to find.
 
or you can pay for alexa pro and download the successful website's link profile ;)
you could write a script to use the AWS paid service to get the alexa ranks of those link's websites and their traffic ranks by country.

establish a limited list of target sites to work -- beats the hell out of being a tool monkey ;)
needle in a haystack sorting ;)
 
Before creating the backlink on any site, you could check out the website metrics on Ahrefs, Moz, Majestic.
Then you should ask for a do-follow link which is way stronger than a no-follow link.

Also, a link from a relevant editorial post (article) will have much more value, than a simple profile link, comment link, social bookmark, etc.
