There is no secret formula for that. All you need to do is get high quality backlinks from paages whose DA and PA is higher. The more high quality DA and PA backlinks you the better will be your site's DA. You should also remember that MOZ update their DA database monthly. You don't need to bother for these metrics. Just create high-quality backlinks ( don't spam forums and blogs) and you website will start ranking in SE + your metrics DA, PA will increase automatically.

DA can be easily manipulated. If you want to increase DA (unnaturally), you only need to buy 3-4 expired domains with high DA, and make backlinks from them to your site.
But the question is... do you want to increase your DA or you want to increase your rankings?
If you want to see SERP moving, don't rely on metrics. I find a lot of niches where first page websites don't have good metrics (DA, PA, TF).
