My client having UK based websites.They wants to make their website on top ranking in Google.co.uk.But i know the things about we could fix the target the country search result on Google webmaster account.If i set the country like co.uk on Google webmaster account means,it will help to place our website on Google.co.uk or any extra SEO process is need to do that?

Classifieds do for UK, Articles, Social bookmarking, business listing, directory submission also... do for co.uk.
Yeah. Target location in submission is also important for nay kind of website. Generate back links from off page optimization who have .co.uk extension like directory, forum, bookmarking, classified, PPT submission sites etc.
Also write location wise meta tag in header on each web page.
