How to get free traffic or targeted paid traffic to an affiliate offers?

Well, looking at the question - the best answer can be >> go with SEO for Free Traffic & PPC ads for paid traffic.
Can you be specific like what you have tried till date, what got you some results, and what not? These things can be helpful to give you better suggestions accordingly. The suggestions also depend on what kind of niche you are in.

Thanks for your quick reply. I am an Affiliate Product reviewer and I have tried SEO. But still no result no sales. I am offering my products with Mega bonuses even then there are no sales. Now I am trying Google search ads. My niche is related to "Finance". I know there is lots of competition in finance but still, so many people are making money.
Alright, not getting sales can be treated as a separate issue here. If you are currently getting enough traffic and not getting conversions (sales in this case), you need to put in efforts for Conversion Rate Optimization.
As you mentioned you are concerned about getting traffic... I don't think offering mega bonuses will give much results, as people need to be able to find those bonuses first.
Google search ads are good, but continue putting efforts into SEO - as it will take time to show the results (competitive niche as you already know). Tried alternate traffic sources? Like social media marketing or FB ads. Those can be helpful too.

What does `related to "Finance"` mean? more specifically the genre?
If you are pushing 'payday loans' you will have little success with any SEO or SEM (PPC)
You can buy network ads push, pop, banners, native or other in many places.
