How much is enough staff?

I am a member of a fairly large forum and while I understand wanting to hire people after things get out of hand, I think that's a mistake. You know what kind of board that you want, so you should have staff already in place to not let things get out of hand. The minute people start complaining, others start to notice what they are complaining about and then you are playing catch up.
