How does mobile PPV work?

I know web(PC) PPV working when audiences accepted to install adwares to their browsers. And AFs target by URLs and keywords. But mobile PPV i don't have idea how it work?.

1. Can I target by URLs /Keywords the same as PC?

2. I think mobile users not allow adware install to theirs. So, how the ads popup?

Mobile pops are not generated by adware instead the pops are trigggered by a script that webmaster installs on his website.

Yes both keywords and URLs are possible to target.

But URLs don't work like PPV instead you bid on publisher's website.

Its best to start a RON campaign and optimize from there
