How does Leadimpact share its traffic with long URL bidders?

Hello, does anybody know if, for example, several people are bidding $0.5+ on a string like '.example.' and someone else bids $0.5 on '.example.com/page.html' will the '.example.' bids get all the traffic until their budgets run out for the day? Thanks for any help,

The person who bids on the shorter string gets most of the traffic.
