Of course you can use GIFs as Facebook ads (see Help Center ).

But I would be careful with gifs from providers like giphy. You can run in some serious copyright infringements

Did I overlook something? Or, are you assuming a short video is allowed in an advertisement.

Animated means any images in a series of frames -- that is what a video is.

We are not talking about a single image.
Whether, Giphy allows hosting of ad images IDK -- see their terms.

They seem to have amended the terms?

The word *contain* is inclusive of the advertisement's content reguardless of where it is hosted.
