Yes, 100%. Most of what moves the needle early doesn't need an expert, just consistency. Like others said in this thread: start with the right keywords. Not the biggest ones, the ones you can actually win.
Get those optimized on-page properly. Then make sure the tech foundation is solid — crawlable, fast, no indexing mess. Boring work, but it's the part DIY site owners skip and experts get paid to fix later.
And backlinks, don't treat them as a volume game. Be very careful where you get them from. A backlink is the icing on the cake. It only works as an authority signal when the cake underneath is actually baked. Links pointing at a site with weak content and broken foundations do nothing sometimes worse than nothing.
