Why does the California State Board of Equalization and governments have "far deeper pockets"?
Because, they extort money from businesses and citizens and justify their existence by creating agencies to enforce their criminal activities and persecute anyone who isn't coughing up their hard-earned money. If they hadn't created all these unnecessary agencies and bureaucracy, there wouldn't be such massive government debt.
It's really ironic isn't it? The government takes your money so that they can create laws and agencies to squeeze even more money out of you. Somehow, they have deep pockets to enforce their laws in spite of the massive debt and budget shortfalls that requires more taxes. This is Racketeering at its finest.
