Best way to promote download offers?

I recently joined a network that has a lot of download offers. What is the best way to promote them (traffic source, method etc) . Reading through 50onRed T.O.S I see downloads are not accepted, I am thinking maybe Facebook?

Download offers can be promoted everywhere, if you want paid traffic, Facebook is a good choice.
You have seen those download this advertisement offers in facebook right? They are there because it is working.
