Best CPA for the Advertiser

OK I have a friend take is going to need tons of Online marketing done and is going to pay one of these companies to get him his leads.Which companies work the best for the publishers .Also the affiliate advertiser get a small override for getting in more advertisers .Do you know of any good networks that do the same for bringing in new Publishers
