Apps or Responsive Website?

We are in mobile era, and most of the people are using a smart phone. I think there is very few website who doesn't use responsive layout. But I found SPI app is more useful than the SPI blog. So what is your opinion should I create an app for my website or responsive design are still performing well?

That will help a lot since it will be able to serve as both the an application for the smartphone users and at the same time be available on computers. With mobile application alone, I will say that you will be able to lock out the users who are not on the same operating system.
