this is just a test but you can convert a mp4 into a webp and it's animated in ffmpeg

$ mkdir banners


$ fmpeg -i input.mp4 -vf "select=eq(pict_type\,I)" -vsync vfr banners/thumb%04d.webp -hide_banner
