1.do i need a website to get started?

I work in a hotel
and I want to combine it with orders i get asked when
I close a deal/ recommend my hotel

If you are saying customers are phoning the hotel to make a reservation and you send the customer through an affiliate funnel (that means you will profit from the funnel) then its best to ask the hotel first, depending on your local laws that could be classed as theft

But if you mean customers are phoning your personal phone and not the hotel phone then I dont think you need to ask the hotel first

In terms of getting accepted by booking.com I recommend you apply
Hotel Affiliate Program by Booking.com
