Advertisier like Infolinks but don't require a $1000 deposit?

I am looking for some targeted traffic, very much like Infolinks, but that does not require $1000 deposit to get started.
I looked at Clicksor but they only showed categories for targeting. i did not see any KW targeting stuff and they approved my account but won't allow me to fund it. I have emailed them twice, and still they don't want my money. So I am not sure what is going on with them.
I am using Bing but they just don't have the volume of traffic I need. Google won't accept me because I am not a addiction rehab clinic/pharmacy. So i cannot get accreditation as an information website.

I am using LookSmart but most of its traffic comes from ClicksOcean and it is odd traffic. Some of it seems very good and then it turns to junk (high bounce rate, low time on page) and very few people from LookSmart are even going to my landing page. (almost all traffic from Bing goes on to landing page)

I need Infolinks to lower its minimum deposit or to find another provider like them.

Any recommendations?
