Adsense public services advert

In the past, when I add papal to a new site, it displays public services advert for many days before live adverts are added, this has change reacently, live adverts starts appearing immediately.

Is this to do with a publisher's account's credibility or Google just changed their policy?

I think google just changed their policy as same here for me too. Ads appear immediately on sites.
