I have tried using adwords lately using my gmail account which is connected to my adsense but right now I'm hired by someone online to do adwords campaign for their site. is it allowed to create another adwords account using another gmail for this?

I'm planing to do this regularly as a PPC Specialist this time and use this new account for all my clients to be. :D won't I be monitored by google?

Sure, there shouldn't be a problem with this.

Actually I'm not sure you're allowed to have multiple personal adwords accounts, unless the rules have changed that's still a no-no. You are however allowed to be given access to multiple adwords accounts as a manager, so long as you don't own the other adwords accounts. You can also take multiple projects into your own adwords account though this is less popular when taking on a client because they want access.

I was also thinking that BigFan, I'm just not sure how many campaign will each account is allowed by google. I'm more concern of the data I will provide for this new account and the billing preference I'd once again input for the account.is the campaign unlimited or just the adgroup?

If the client already has an AdWords account, you can just create a new gmail account and tell them to grant access to it within AdWords. There is also a "My Client Center" account you can get with AdWords which allows you to have multiple AdWords accounts under one main account, but I believe the billing has to all go through the main My Client Center account.

I've read in google's policy:
"A different Google AdWords account is required for each client that is being serviced by the third party. You may not mix clients in an account, for example, by setting up different campaigns for clients in one account."

I think you would have to ask the permission of your client to access thier adwords account for you to provider the service.

Yes, they have a feature that lets you be added as a manager to an account. That way you're able to see traffic data but not personal data and you can't change personal settings and such.

I thought they had a dashboard however that let you see all of the clients you are managing too, don't they?
